On December 4, to commemorate the sixth national "Constitution Day", during the second "Constitution Promotion Week" in my country, the Duliu River Tide Prevention Gate Management Office of the Lower Reaching Bureau of the Haihe Water Conservancy Commission (hereinafter referred to as the Moisture Prevention Gate Management Office), which is the first legal publicity and education base of the Haihe Water Conservancy Commission, and seven units including the Nangang Industrial Zone Management Committee, the member units of the Duliu River Estuary Region Joint Law Enforcement Office, the Water Administration Department of the Lower Reaching Bureau of the Haihe River Lower Reaching Bureau, and Gaoshaling Border Police Station, held a closed ceremony for the Duliu River Estuary Area. In accordance with the "Implementation Plan for Comprehensive Remediation of Duliu River Estuary Area", the jurisdiction area of the 4.12 square kilometers of Duliu River Estuary Area was officially implemented. Kang Fugui, Secretary of the Party Committee and Director of the Lower Reach Bureau of Haihe Lower Reach Bureau, attended the ceremony and delivered a speech. Li Zhiqiang, member of the Party Committee and second-level inspector, attended the closing ceremony. More than 60 representatives from the bureau and various units under the bureau attended the closing ceremony.
The Duliu River storm is an important project for flood catharsis and into the sea in the southern system of Tianjin. For some time, illegal occupation of river channels and tidal flats and illegal construction have occurred frequently in the Duliujianhe estuary area, which has caused serious impacts and damage to the estuary flood control safety, engineering facilities, ecological environment, etc. In recent years, especially in 2019, the Moisture Control Gate Management Office strictly follows the "clearing of the Four Chaos" work arrangements of the Ministry of Water Resources, Haihe Water Conservancy Commission and the Haihe Lower River Bureau, and combined with the special actions such as "Bohai Comprehensive Management" in Tianjin, and has carried out joint law enforcement actions on many occasions, cracking down on illegal occupation and illegal construction in the estuary area one by one, achieving significant results. The estuary area has basically achieved a leap from the past "major chaos" to the present "major governance".
In order to further purify the internal and external environment of Duliujiujiuhe estuary area, prevent the "resurrection" of random construction and occupation that affects flood control safety and destroys marine ecology, and eliminate all kinds of adverse factors that affect the safe operation of water conservancy projects, in early 2019, the Moisture Control Gate Management Office, together with relevant units in the jurisdiction, conducted in-depth research and thinking on ideas and measures to eradicate chaos in the gate area, explored and proposed the idea and framework for implementing closed management of the gate area, and promptly consulted with Haibin Street, Gulin Street, Nangang Industrial Zone Management Committee, Dagang Oilfield Oil Production Plant, Dagang Power Plant and other relevant units, confirming that the roads in the jurisdiction are not necessary for social vehicles to pass through, and after the jurisdiction is closed, the normal passage of social vehicles will not have adverse effects on the normal passage of social vehicles. It has organized nearly a year of exploration and implementation. On December 4, the closed management of the Duliujiuhe estuary area was officially implemented.
This closed management is a major practice since the establishment of the Duliujiuhehe estuary area joint law enforcement mechanism, and it is also an important measure to consolidate the achievements of the "Quanqi" of rivers and lakes and the comprehensive rectification of the Bohai Sea. As the first grassroots water pipe unit to achieve closed management by the Haihe Lower Reach Bureau, the moisture-proof gate management office will continuously improve the long-term management mechanism, strengthen the daily management of vehicles and personnel in the jurisdiction, carry out daily inspections and patrols in a solid manner, actively innovate practices, and continue to explore new ways for grassroots water pipe units to strictly manage water and soil resources.
